What happens when you try reporting it? Also, try refreshing because errors can occur if the project is already taken down by the time that your report is submitted.

If you saw this dialog after submitting a report, rest assured - your report should have come through.

Reports must go through human review before the project can be removed - they cannot be reviewed immediately. Sometimes, if there are lots of reports, that project will get automatically taken down just in case. You should only report something once, and you will know that you did it correctly once you see this dialog. After you submit a report, you should be patient and wait a few days to allow the Scratch Team to review your report, and the Scratch Team will take the appropriate action on the project.
