Scratch Tune Editor
In addition to the sound editor, there should be a music editor that allows scratchers to use recorded sounds to create tunes. To make this easy to understand, there would be limited, yet helpful, tools.
On the left side of the editor, in accordance with the sound editor, there would be a strip of recorded or uploaded sounds. On the right, there would be a graph-like menu (similar to music and sound creation software). You would be able to drag the sounds from the strip onto this menu. The vertical position of the sound would determine key adjustments, and the horizontal position would determine when the sound is played within the song. You would also be able to duplicate the sounds highlighted selections.
For instance, if you uploaded a coin sound to the sound editor, you could access it within the tune editor. Then, you could easily drag the sounds to the right keys and placements to create a cool tune. If it makes it easier, think of something like a limited GarageBand.
There could also be other settings. If you do support this idea, it would be nice if you added on to it.

While this would be a nice feature, you could easily do some fiddling with the pitch instead to create a tune. It's certainly easier than what you described…

Unfortunately, that isn't the case. First, it would be easier to have a menu for creating music. Second, you can't adjust sounds to certain keys without experimenting with pitches. Also, I'm pretty sure that the change in pitch affects the length of the sound, which is inconvenient.
