At What Point can I start Using Cloud Variables? I am more curios than anything else?

Once you become a full scratcher you are capable of using cloud variables. Its nice that you have great Ideas, thats exactly what we are looking for in scratchers, but the scratch team has to wait until you are a scratcher so that they can make sure people arent trollers/spammers and wont misuse the variables.
