I am a New Scratcher, but I've been mostly active (about 99.9%) and I'm still not a Scratcher. What do I do now?

If your active enough, wait until night time, then you should get a message telling you to get promoted.

Your time will come. Perhaps share a few more projects? Maybe tomorrow you'll get that message.

You look pretty new - be patient! The New Scratcher status exists because we need to make sure that everyone who joins is trustworthy before giving them more permissions, and that takes time.
