It's most likely intended for higher contrast, for higher visibility, especially if you're colorblind, as the borders go away when the button is active.

I'm pizzafox20109. I like to make and play games on scratch, I mainly like making AIs and engines for people to use in their projects.

This change was implemented to make it possible for colorblind users to tell the gray love/favorite icons apart from the colored icons. Since now they're outlined when inactive, users don't have to see color to tell if the icons were toggled.

I'm proud to say I was involved in this change, too (I'm the one who suggested it, and another contributor actually made the change).
