The love and star button are normally grey. (If I remember correctly) Now for me, they are both black. Maybe they changed the design?
Edit: oh now the heart is white and the start is a dark grey like on the picture.

Wow, they really are dark (buttons and text)
Here is what the heart and star buttons look like when they have been clicked:

Once a Scratch Team member confirms that this was an update, someone should update the Scratch Wiki on that (might be me if I'm quick enough )

I did some digging around for some recent changes and it seems like this fix (https://github.com/LLK/scratch-www/pull/7264) from the scratch-www repo is what you're talking about. Turns out it's to make the buttons more colorblind-friendly by adding borders to the icons. Suppose that's because it's hard to see the icon against the white background for people who are colorblind.

This change was implemented to make it possible for colorblind users to tell the gray love/favorite icons apart from the colored icons. Since now they're outlined when inactive, users don't have to see color to tell if the icons were toggled.
I'm proud to say I was involved in this change, too (I'm the one who suggested it, and another contributor actually made the change).

Sorry everyone, I know it is confusing that some people are seeing much darker grey icons!
This is a problem caused by caching – what you're seeing is actually the same icons you've always seen, we just used to show them at 50% opacity! The new icons are actually lighter than the old ones – but a lot of people's browsers are caching the previous images, and not requesting the new ones.
My hope is that the problem just goes away – that everyone's browsers just slowly let the old cached images expire, and when they grab the new ones, everything looks right; the center of the heart and star are light, with a dark border (to make the difference between selected/unselected clearer for colorblind/sight-impaired users).
In the future, maybe we can do more to deliberately “cache bust” to make sure people won't see old image versions.

Wait, it's just meant to look like just an outline and not like they randomly decided to make the icons have two colors just because? That makes a lot more sense. I'm fine with that change.
