You can also see when the project was created using the Scratch API.

This post by Austinato goes into a lot of detail, but I'll paraphrase a little.

Scratch was released to the public in 2007, but it has been developed since 2003. Before that in 2005, the Scratch website had a blog and some demo projects, which could be the first projects “shared” to the website. One of those projects, “Natalie Ducks”, was created in October 2005, but was reshared to the site after it went public in March of 2007, and can be found here, so that could technically count as the oldest project currently shared. As for the oldest project ever made that was publicized in some way, there are two contenders. The first is the default Valentine's Day project in the 14Feb04 build of Scratch, or a racing game shared in a research paper that same month.

You cannot access the actual first ever scratch project anymore, but it is the Scratch Cat randomly gliding all over the stage infinitely with the stage being a city background from Scratch 3.0. An exact recreation with the same code and everything is located here if you still want to see it:

It has the 3.0 cat and a background that was added in 3.0, meaning it isn’t. It was just a test project for 3.0.

The project ID is 1, but it's not the first project. It was made in Scratch 3.0.

Yes, it was edited before, though I couldn't access the original or any previous version other than that update of the project, but the paddle thing may also be correct.
