allowed spies, although, not without a few rules, check the application for that, since that's were a I list quite a few rules for the application specifically.

He arrived to defend his man but went to the wrong room, getting two people sent to jail, and two other people getting away with crimes against the government. (He needs like, 5 years of lawschool or somethin' plus if the navy found out (which they will) they would kick him out of the navy)
After a few more jobs he eventually found an opening for the navy. He applied for Crewmember (Training must ensue first) and was soon assigned to his first ship. He stuck close watch to the engine and a cadet fell into the pistons. William rescued him at the cost of his own arm. After a few more years, he was reassigned with a promotion of ensign.
Other: Spies on the ship, when the captain thinks he's spying on the other ship (Wh- Wha- What???)

A person doesn't just get promoted like that so there is a lot of plotholes in that backstory and I'll allow it.
