Projects containing simulations or emulations of any FNAF game containing jumpscares, or any project containing jumpscares, will be taken down. At one point, the ST started to receive backlash from schools and educators, since students were finding scary content on the website that had not been removed.

Technically, FNAF isn't banned. This is due to the fact that one can make FNAF content that does not violate guidelines. For example, you could make a FNAF dress-up game. That would not necessarily violate guidelines

FNAF was banned, because it can scare younger scratchers. But, you can make a FNAF project if it doesn't contain jumpscares or scary images.

might get nfe’d tho. i put -fnaf in the search bar and there were plenty of fnaf projects that were age appropriate.

FNAF projects are not banned, strictly speaking. You are allowed to make a project featuring FNAF-related content and share it on Scratch, as long as it doesn't break any Community Guidelines.

However, the Scratch Team has adopted a policy of restricting the reach of FNAF-related projects. FNAF projects will not appear on the Search page, nor can they appear on the front page. As Scolder said, this was done as a result of concerns from educators.

they aren't exactly banned, just, NFE'd.
so long as you don't put any jumpscares or scary content in them, you should be fine.
ex: art of a character.
