Text to Speech speed
You should be able to change the speed at which the text to speech voice can speak at. The best way to implement this feature is with a block that has a number that changes the speed of the voices. 100 would be normal, and anything larger than that number should be faster while anything lower than that number would be slower.

Text to Speech speed
it could just slightly help with tone, but is the time between saying each word increased or is it actually slowed down?

(#1)support. but some websites had it, so you can download and put it to your game.

it could just slightly help with tone, but is the time between saying each word increased or is it actually slowed down?I was thinking that it should actually be slowed down entirely. It would sound rather weird if there was an extended gap between words (unless it's a really small difference, but what I need it for, is to slow down the voice to ~50% of the voice's original speed, which would just sound bizarre if the voice says a word at normal speed with extended gaps). I know that the voice will sound a little weird regardless, but I still think it would be a neat little feature and definitely helpful for the project I'm currently working on.
