Why can’t I reply to some forums they only have a report button at the bottom but there’s no quote button?

Is the forum closed? This means no one can edit it anymore.

These topics are closed, meaning that you can't quote posts or make any new posts in them, and you also can't edit any posts that you have written there.

Topics can get closed for a variety of reasons, such as being necroposted on (when someone posts on an old, irrelevant topic), it's a suggestion and has been implemented, the topic is not a good fit for a forum, and many more.

Correction: You can still edit posts in closed topics; it's just that the button to do so doesn't appear.
