How to check messages while banned
When you're banned, you shouldn't be able to check your messages in any way. You're not supposed to use the website at all.
I highly, highly doubt there's a way.
When you're banned, your account is blocked and you need your account to check your messages- so unless there's a way to check other people's messages (which I doubt and that would be problematic) I'll say no, there isn't a way.

There's this api link you can use to view message counts
using griffpatch as an example

How to check messages while banned
It's possible to view comments on your profile or projects while banned by signing out or using a private window in your web browser. But it's not possible to reply or interact—signing in with another profile, for example, is against the rules, and would have serious consequences (like getting banned for a much longer time or having your entire personal network IP banned, keeping family members from using Scratch either, etc).
edit: Just to clarify, no, there's no way to specifically check your messages. @IDontNoWatIAm's trick above works for getting how many messages you have, but you won't be able to read their contents while banned.

How to check messages while banned
I’ve been banned before, and I can confirm that the only pages you can view are the Community Guidelines, the Terms of Use, the Privacy Policy, and the Statistics page. No messages. You shouldn’t be able to, anyway, as you are banned. I agree with what they don’t allow access to for the most part, but I think they should probably allow passage to Contact Us…

I have a question. While above you guys said it isn't possible to view the messages page, does the messages API endpoint still work? If you sign in, parts of the API still work, even if you are banned.

I don't think this would be exactly allowed as it could be exploited to let the banned user BACK onto the website.

The only page you still have access to while blocked is the “Community Guidelines” page and it can let you see how many messages you have but you can't read them

There is one thing you CAN do on scratch while your banned it’s reading the community guidelines but besides that you can do anything on scratch when your banned
