I had a friend that was temporarily blocked on Scratch and now my other friend got temporarily blocked and he had nothing to do with this situation. What should I do about this?

Tell them to use the contact us

You don't own the accounts, so you can't do anything about it.

Your friends are the accounts' owners. If their accounts are temporarily blocked, then they simply have to wait out the time specified on their accounts' ban pages for the ban to expire.
If the bans are not temporary, they have to fill out a form as shown in this image that appears on their ban pages and submit it which a Scratch Team member will review in the near future and then, depending on the circumstances, either unblock said account or not.

If they believe their bans were unjust and/or further explanation/context is required, they should contact the Scratch Team through the Contact Us link at the footer of each page.
Again, since you don't own those accounts, you can't do anything about them, but if you can get in touch with your friends (e.g. if you know them in real life or on some other web platform), you can tell them what they should do to get their accounts unblocked.
