We all failed horribly at scratch once <x3 Even if the first projects weren't uploaded, we all failed at it once.

I have a question, am I allowed to make projects that are based on other people's projects? I found a project made by Yoshiboy for a collab or something that was made a long long time ago and it doesn't seem to have ever been finished and I wanted to make something like it. Is that allowed?
