As deck26 said above, right click on the backdrop that you want to duplicate, and then click “duplicate”.
You can do this with costumes and code as well.

Hello, a simple solution if you want to make a “clone” like system with your background
you could simply put the Pen Extension inside the backdrop
and stamp the background
*but there is no way to make a clone of a background sadly
