I think the OP is asking if it is neccessary to apply css akin to the scratch-www styles onto the page that appears when you have been banned.

Probably not. I don’t believe any browser extensions do this (particularly the one that’s known the most) because it isn’t supposed to be a fun experience. Same reason why the IP ban page has no styling (even less then the ban page).
