Remind Newer Scratchers to read the stickies first

Support, would be very helpful and would prevent them from posting unrelated information into the forums. Ironically, I'm a New Scratcher

For some reason I like the number 8 all of a sudden.

I just don't know why though.

What would this message look like? Would it be a pop-up in the middle of the screen? Or little banner at the top of the forums? Or something else?

This would be excruciatingly annoying if this was recursive, especially since I am not pressing that button.

This should appear for maybe, the first 5 posts as a New Scratcher, but not appear again.

Support if non-recursive.
