How to make good clean graphics.

When I used to make graphics for games, I used the sprite editor in scratch and it made it look plain or not eye-popping. How do you make better graphics for games?

When making a game I usually like to turn up or down depending on if the color is bright or dark. I usually do something around 10 which makes it not pop out but still colorful. Adding on, try to have a color palette instead of just colors all over the place to make it easier to make specific things pop out.

For the eye-popping part just make the parts that you want to stick out be a different color.
