it isn't really possible. it was possible in scratch 2.0, but it saved it as a mov file. the best way to go is either

use a converter (probably none)
just recorded the project using a screen recorder (recommended)

if you are ok with the file being a .mov file, heres how to do it:

if you haven't already, install adobe air
go to this site and select the os your running under step 2 on the site
create the project in 2.0 offline editor
press file > record project video
follow the instructions that show up

if you are using a chromebook, there is nothing you can do other than use a screen recorder to record the project

@Marc92020: OP specified a .sb3 file, so I don't think that would work for them.

My recommendation would be to record a video of the project with TurboWarp (you will need to enable “Project video recording” under the Addons menu) and then run it through CloudConvert to convert it to an MP4. (You'll see a lot of options when you go there, but you don't have to touch any of them; the defaults provide good results.) This will work on all OSes and doesn't require you to download or install anything.
