In the terms of use 2.3, it reads:
2.3 You may not use another person's Scratch account without permission.
I suggest changing it to:
2.3 You may not use another person's Scratch account without permission, as it will result in a temporary or permanent deletion.
I also suggest adding something to the terms of use.
2.6 You may not use Scratch during a ban, no matter how long it is.

Why should the terms explain what will happen if you didn't follow something? It is clear that there is a punishment, and that is all you need to know. To understand what I mean, read the Terms of Use – It does not mention the consequences of your action after each point, only what you should and shouldn't do (mainly talking about 1.x to 4.x). As of the second part of the suggestion, this is incorrect. You can use the offline editor and use the Scratch website when signed out (banning essentially prevents using your accounts and social actions, so it would make sense that using Scratch when signed out is allowed), but it is creating accounts and ban evading that is punishable.

Oh yes good point. If you'd like to view projects and studios while you're banned, you can just log out and then use scratch. (You can't comment or love or favorite or share projects or…)

Both things you want added are already clearly stated:
7.1 Scratch has the right to suspend your account for violations of the Terms of Use or Community Guidelines. Repeat violators may have their account deleted. The Scratch Team reserves the sole right to determine what constitutes a violation of the Terms of Use or Community Guidelines. The Scratch Team also reserves the right to terminate any account used to circumvent prior enforcement of the Terms of Use.
