The (user id) block just returns a 1

Right. If you log off or log into a different account, it'll change. Neat, eh?

(user id) block just returns 1

It assigns the User ID to users according to when they viewed the project.
Since you were the first person to view your project, it assigned ID of 1 to you.

IDs will not change, even after a week your ID (in this project) will be 1.
