When Scratch be able to interact with Mindstorms robot inventor?

Are you talking about the LEGO Mindstorms EV3? If so, it's already there. Just find the extensions in the editor at the very bottom left. If not, then I don't know when but it's not a thing in Scratch.

No you can't interact a lego mindstorm robot inventor kit using scratch but you can interact with EV3 but that also has problems. You have to download the special mindstorms app and it is also a block based programming language. There is no plan to make a extension for that in scratch.

Because they do not have the resources or money do do so. Even the resourcefulness of the ST cannot cover funding for that to be implemented.
