Using Scratch on touch-screen is exactly the same as using Scratch with a mouse and no keyboard. Because of this, all you need to do to make a project work on mobile is to ensure that the player can do everything with a mouse only.
That means making use of blocks such as:

when this sprite clicked
<mouse down?>
(mouse x)
(mouse y)
<touching [mouse-pointer v] ?>

There is another important thing to remember - you can't have more than one mouse cursor, therfore multi-touch is not supported. You can only have one control being pressed at a time.
