increase reply limit to 45, 65, or 85, et cetera

so, the new reply limit is annoying for many. so let's make it larger.

i believe it was mostly implemented because scratch loads 5 messages initially in a comment thread and can load 20 messages max at a time. (that makes 25, the current reply limit.) not too sure about the details.

we could make it larger, possibly, by loading 5 messages initially, 20 messages when requested, the next 20 messages when requested, etc
