allow new scratchers to create studios

What's the problem with New Scratchers creating studios? Some people say studios are a big responsibility but some people just move accounts and stuff and I think you have to wait a month to be a Scratcher. Also, some people make studios for putting a few projects in like a series of games or inspiration. Another thing is that learning the rules probably doesn't require a month. I don't agree with this, it's just an unnecessary inconvenience. Even if it's trolling and stuff, they could fix it other ways.

i can not know why new scratchers are treated like noody cares about them like no cloud vars for them no studios of their own for them just none of that for them witch may seem unfair
