You should not discuss a user's ban anywhere on the Scratch website. It can lead to gossip and rumours very quickly.

Discussion of bans should not be done on the Scratch Website. Feel free to discuss about bans outside of Scratch, however.

You cannot discuss banned users, doing so would cause everybody that sees the post to spread the message.

I mean, I wouldn't encourage it either way. There's no certain way of knowing how someone got banned, so any discussion about it would likely be rumors and whatnot. That being said, we don't really have a blanket ban on discussion of account bans, but I would say that you should not discuss them anyway.

Now, the Scratcher who got banned, once unbanned, can certainly talk about their experiences in the ban-world, if they choose to do so. But they shouldn't spread rumors if they wish to share the reason why they got banned.

I would say no, but if you know that scratcher in real life or as a close friend on several platforms, you can tell people to help them avoid talking about it and speculating themselves

It's only allowed if the user has already been unbanned and they talk about their own ban, if the user themself is still “banned” then you can't know why they got banned, or if they even got banned, so it would be gossiping or spreading rumors
