My browser / operating system: Windows NT 10.0, Firefox 88.0, No Flash version detected
Do the following:
Create a new project, don't do anything but save it to your computer.
Then go to any project with cloud variables. Example: https://scratch.mit.edu/projects/378507713
Click on “remix”.
Then, go to File>Load from your computer and select the project you just saved to your computer.
If done correctly, you should see the “Cloud variables can only store numbers” popup.

So if you have a project with cloud vars, you download and then load it to the computer, Scratch is only reminding you. If you download an empty project and upload it to one with cloud vars, I guess Scratch hasnt updated the fact that there are no cloud vars in the new project. Or since you ahven't remixed or saved the project that you just loaded.
