I have a main website on Weebly for many computer projects.
I do not believe Weebly has any way to run Scratch programs.

So how would I set up a link in Weebly so that a person would be directly
sent to a specific Scratch program of mine with it ready to be run.

Some people visiting the Weebly site might not have any experience with Scratch and
I do not want to make things too confusing for them.
