What is the point of this as you can just download the image and import it?

You can import an image.
When you import an image, it makes a link on the scratch website to the image. It will put the link in an img tag.

I just uploaded an image straight from my PC and it converted it to a link to the image which will show because it is in an img tag.
If I remove the img tag, it will look like this:
https://assets.scratch.mit.edu/get_image/.%2E/89603968c4774a31798b8d9ed9f2ee61.png
And it will look like this if I make it a link:
https://assets.scratch.mit.edu/get_image/.%2E/89603968c4774a31798b8d9ed9f2ee61.png

the img tags tell the browser to show the image the link goes to. what do you mean “just download the image and import it”?
you probably have an extension that lets you do that
