Windows error message cannot access the file.

Hi
I just installed Scratch to my Windows 8.1 laptop.
At first, I was able to start it.
But then, something happened and now when I clicked to start the program, I get the following message.

Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access this item.

Uninstalling and reinstalling didn't help.

Please help.

Are you the administrator on your computer? If this is a brand new laptop (which it sounds like it is), you can most likely log in with these credentials which will give you administrative permissions:

User: Administrator
There is no password!

Or you can right-click the file and select run as administer
