No, I don't think so, only the current Scratch website and the Scratch 3 offline editor app work on tablets. There might be another way, but I don't know what that would be. You can get the Scratch 1.4 offline editor on desktop though.

Just open that link in a new tab, wait a bit for the .image to download, and then you can use it.

However, the offline editor is only available on windows and mac.

I think Chromebook runs on Linux and I have a raspberry pi running Linux with offline editors for scratch 1.4 and 2 so I'm pretty sure it's available.

squeak.js. Look up Scratch 1.4.image.
