Are horror games allowed i new and i dont know

No, because this is a site for children and it's been a big problem before. Even if you put warnings, there is still a risk of a minor ignoring or not noticing them.

I'm pretty sure that i read that if it wouldn't scare a 7 year old, then they are allowed.

Scratch is used for all ages, even if you put a warning they will probably ignore it. Just make a game not too scary.

Thx for the help i had a idea but it a game that can be a horror or not in going to make it a not horror story

Yeah I agree with this.

They are allowed, but you can't go full on Amnesia.
