As for the question, what do you mean by a UK version of Scratch Store? We already have scratch store

As far as I'm aware, there isn't a way to make the prices go from USD to GBP in the shop itself, however they do ship internationally so it it's still possible to order merch from the store outside of the USA.

However, I'm not too sure how Paypal and stuff like that works, but I did a quick search and I found it's possible to change the currency in your Paypal account.

To convert an existing balance to a different currency:

• Go to Wallet.
  
• Next to the balance you'd like to convert, click the three vertical dots.
  
• Click Convert currency.
  
• Make your currency selections. The latest exchange rate* is shown below the selection. (*This exchange rate includes PayPal's currency conversion fee.)
  
• Click Next.
  
• Review your selections and calculated exchange rate, then click Convert​.

So yes, you should be able to buy Scratch merch in the UK, but I think it's pretty complicated. Hopefully this helps.
