Did the 403 update?
I love how people are sending ‘No, this is the normal one’ when they I can just see the one the OP is talking about, even with those links.
While I don't know this 100%, because we can both see something new, I'm going to assume it was updated, yes. Maybe everyone else is seeing the old one due to their cache or something.

Scratch has a bunch of different 403's that they use in different parts of the site, I guess you found another one or something.

Did the 403 update?
I think that's the way it's always been!Actually… maybe it has. I was reading on the Scratch Wiki just then about ‘Browser Default’. Here, let me quote it:
The majority of the times Scratch sends a 403 error, the Scratcher who tried to view the forbidden page will not receive any document from Scratch's servers. Instead, their Internet browser will fail to load the page, and will usually show a default error page which that browser uses for all such errors on all websites. This type of 403 error is found when restricted Forums, Topics and Posts are requested.(Source)
The image included in it is this:
and it said it was the Browser Default on Google Chrome. I'm using Chrome, and that's what I've always seen.
I'm going to make an assumption that maybe there was an update, and that update actually made the browser see receive the documents the Wiki Passage was talking about- making us see the screen instead of the browser's default.
I'm not very good at this kind of stuff, so hopefully somebody with more of an understanding will come and help.

But usually when you see that you just reload or click the topic again and scroll to the post to see the forbidden post.I think that's the way it's always been! The image included in it is this:

with http responses, you can specify an error code and optionally also send a page with it too.
the forums just send a 403 with no page, while other parts of the site may send html with the response.
you could check the internet archive wayback machine to see if a page changed.
edit its probably your userstyle which makes it look that way

Sometimes, when the page is probably not loaded yet because of an internet problem, that works, yes, and the page looks similar. It works for me! Key word- similar. If the page is blocked by the 403 error specifically, then it's impossible to visit the page without authorisation.
