You can see a 16x16-pixels old S logo if you go to https://scratch.mit.edu/type-anything-here/favicon.ico. The new 32x32-pixel logo is at the main directory root (one way is to add ../ between /type-anything-here/ and favicon.ico, so you get https://scratch.mit.edu/studios/../favicon.ico).

Yup! Almost anything before favicon.ico works, such as https://scratch.mit.edu/afavicon.ico, but not https://scratch.mit.edu/favicon.ico/favicon.ico.

Maybe there is a regular expression without ^ at the beginning.

The server expects a hexadecimal character code after %. So this works:
