How do you make a Turn-Based Strategy game with AI

I am working on a turn based game called Color Wars. It will need AI and a turn based engine to work. How can I make a turn based game with AI that follow the rules of the game?

I think to do an AI you should make a win possibility script, then it will pick the attack with the higher possibility
