If someone remixes a popular project, then replaces the entire project with something else to get attention for it, is that dishonest, or perfectly legitimate?

No, a Scratch Team member has stated that this is not allowed.

I would provide a quote but I forgot where the topic was located (someone please make a directory to official scratch team statements on things)

Be honest.

For example, imagine griffpatch shared a project 10 minutes ago, then someone sees it and thinks, ‘there are only 4 remixes, so I'll make the fifth,’ and then their whole remix is a screen saying “See my project (link)” in big letters?

Or maybe ceebee just made Dance, Mrs. Claus, Dance yesterday, and someone sees it and thinks, ‘there are only 2 remixes, so I'll make the third,’ and then their remix is a copy of SampleProjectsTeam's 2 Pong game with the ball colored green?

I agree with and endorse this answer. A remix (especially that of a popular project) should clearly relate to the original project in some way.

I know someone who did something like that. They themselves made a popular project, but when it started to slow down, they just kept changing the name for clickbait. They kept just uploading projects over it, some that weren't even his.

I'm gonna jump on the bandwagon and say it's probably dishonest. They can easily make their own project from Scratch (NO PUN INTENDED!!!). If they got lots of views from that I'd say that's unfair. Remixes are to build on others' work, not ride on others' fame.

It has an “Other” option … there is no need to use “Contact Us” to report a project…

examples:

I'm already in a fanmade show and I don't want to be in above 1 fanmade show(only if i don't want to join another fanmade show i didn't make). Actually, I feel like I don't want to join the other fanmade show because I'm already in a fanmade show.
