Grouped parts of a costume won't stay grouped
My browser / operating system: Windows NT 10.0, Chrome 86.0.4240.80, No Flash version detected
I was grouped a part of a costume, went to a different costume, went back to the costume and it was ungrouped again, I tried to group it repeatedly, but it wouldn't stay
I tried saving the project while it was grouped and the project wouldn't save
Edit: It saved, but still wouldn't stay grouped

In Scratch 3, the top level group isn't stored when you leave a costume and come back to it.
Like you I consider this be a bug but it could be deliberate by the Scratch Team so that new Scratchers can see that vector costumes are made up of many components.
The workaround is to create an extra piece that is not grouped. eg. a small piece of the same colour on top of or behind a similarly coloured piece. Then the group you have made is no longer the very top level and is preserved when you leave a costume and come back to it.
