If you see a user on Scratch with the title “New Scratcher,” it means that they are either new to Scratch or have been inactive since they were new to Scratch. If you are a New Scratcher, then you will need to be active for about 2 weeks (like commenting, sharing projects, joining studios) to become a Scratcher. Scratchers make up the majority of the people (and aliens lol) on Scratch, because most of the people on Scratch made their account intending to use it. After those 2 weeks of being inactive, you may see a message in your inbox labeled “You have been invited to become a Scratcher.” When you click on the link in the message, it shows a popup that has on it a review of the Community Guidelines. When you are done reviewing those and you consent, then you will become a Scratcher and it will show up as your title on your profile. Scratchers have the ability to affect cloud variables, which are commonly used in games and polls. Honestly, I don't see why New Scratchers can't do so as well.
This is all based off my personal memories from 2 years ago and may not be 100 percent accurate.

Hello! It's great that you want to help out other Scratchers. However, I think we have enough guides in the forums at the moment. Please feel free to welcome new Scratchers on the group welcoming topic or on individual topics created by New Scratchers.

Other places that can always use more helpful Scratchers like you, are the "Help With Scripts“ and ”Questions About Scratch" areas - please use them as designed, by responding to topics created by folks with problems to solve

Finally, a really good place for Scratch guides is the Scratch Wiki - check it out and see if it's something you might like to work on. They have a number of guides - and great organization.
