Yes - please use the report button on any mean comments or projects you come across on Scratch. If the situation is complicated and requires an explanation, then please use the Contact Us form. Bullying does not have a place on Scratch.

Yes, cyberbullying shouldn't exist. However, if you have a problem with cyberbullying, just like @joshuaho said, feel free to contact the Scratch Team.
However, sorry to say this, but this isn't involving project ideas, so it shouldn't belong in the Project Ideas Forum. I'll request a moderator to close this. Perhaps try creating a project or studio for it instead?
