What to do in this situation?
So what do you do if a forum topic seems like something like a chat topic or something else, but you're not quite sure? Should I respond to it, asking what it is, which would seem really weird, or report it to the Scratch Team, without knowing what it is? Or should I just do nothing?

I'd report it to the ST, saying that you think it's a chat topic, but you're not 100% sure.
Ex-Scratcher.

Instead of reporting it right away, I think that the best option would be to ask the topic owner if they could clarify their topic/question a bit. It might turn out they have a question, but just aren't good with grammar. It might turn out that they are trying to start a chat. Who knows.

What I normally do is that I first ask the topic owner to clarify if it is not obvious that it was a chat topic. If it was a chat topic, I would always report it.
If you know that a topic is a chat topic, always report it - chat rooms are not allowed on the forums.
