There should be a setting where all links on scratch projects get blocked, in order to prevent advertisements on popular projects.
Maybe just have a little popup that says “Please do not include links” so the user can't even post without removing the link.
This would be toggled with a switch only the project owner can toggle that says something like “Link prevention” or so.
This way, the comments of a project can be more focused towards suggestion, bugs, and glitches, instead of the owner of the project constantly having to detect and remove ads.

What would be SUPER would be an option to only allow links to REMIXES of your project

I mean, you could get a loose list by making something that searches through comments and includes them if they're responded to with something that contains “no” and “advertising”.

No support. I hate ads, but this won't help. Besides, what are you supposed to do if someone asks for the link to one of your projects.

What about getting project owners the tools to remove parts of comments, or whole comments, straight away and also report them at the same time
