What are you downloading the file as? What's the extension?
For your profile picture to be animated it has to be a .gif.

There's no way to convert a scratch project to a .gif natively.
However, what you can do is set up a screen recorder program to record said project and convert the recording to a gif format which you can then set as your profile pic!
Edit: Did I just ninja someone? Haha

For that you'll have to use another software for recording a part of your screen instead, such as Kazam. Also it has to be a .gif, not .mp4.

Or if it is 1 single sprite, where all the animation is done with costumes(aka frames) you could export all of the frames of your projects animation as PNGs. And then put all of those PNGs in the correct order into a PNGs to GIF maker
