Can you select multiple items individually in vector mode?

Yes you can, and you can also group them, but you have to click on a place that doesn't have any element because else you'll end up moving something.

You may hold Shift and click on multiple items to select them.

Yes.
But it's a bit different from simply dragging the mouse:

It's hard to select only A and C by dragging from one corner to another. On the other hand, if you Shift-click on A and C, it won't select B.
