So since scratch 3.0 came out i'm pretty sure that's when scratch started allowing mobile devices view projects. I think that there should be an app called “Scratch Mobile” which allows creating projects on mobile and easier navigation. Now this isn't needed, but i feel like there should atleast be a category on the front page for mobile games. It's simple. Scratch should ask a person who wants to upload a project, and the person gets to pick if it's compatible for mobile devices.

There is already Scratch apps for Android tablets: https://scratch.mit.edu/download
Phone support would be impossible considering how small phones are.

Newer phones with faster processors and bigger screens could work.
