Bingo
Bingo is a Scratch Modification based on Scratch 1.4 that aims to extend Scratch's programming ceiling by adding more blocks and capabilities as well as making it easier to work with projects by adding usability enhancements.
Feature Changes:
An “Open Shortcut” button
'Last opened project' in file menu
Skin Themes are in v2.0
Four extra categories
Tooltips are more detailed
Direct Browsing + Uploading to Mod Share
Compiling into EXE for Windows

tosh
tosh is a Scratch Modification made by @blob8108(he even though never was a Scratch Team member, contributed to Scratch by creating the forums scratchblocks plugin) that saves projects as .sb2 files (Scratch 2.0 projects). It is entirely text-based. tosh is sometimes suggested by the Scratch Team when someone wants to code in Scratch syntaxes but using text since it runs the same as Scratch. You can run tosh online at http://tosh.blob.codes/app/ .

Do any of those Scratch mods have the ability to save games as standalone Android files?
I want to make Android games by using Scratch or a reasonable facsimile such as a modification of the Scratch source code.

Has anyone created such a mod yet?

Chirp, made by the then Scratch Team member @Jens could do this job very well. But it's website is now obsolete. You could try Snap! . It is also made by @Jens and can perform the action. Snap! is located at snap.berkeley.edu . Also, there is the MIT App Inventer for doing this job, too. But it actually runs very differently to Scratch. It is available at appinventor.mit.edu .

One more thing, if you want the file format to be right for Google Play Store then I suggest you using MIT App Inventer.

Another important thing, you could use Snapinator, a converter which converts your Scratch projects to Snap! projects. It is available at:
snapinator.github.io .

I'm pretty sure Sayor was never released.

The link for Float (which I made at least 5 years ago) is very dead. I don't have any SWF binaries being hosted at the moment, but you can find its source here.
