Maybe the emoji is in the code the forum is based on, but not turned on.

I think OP is talking about the :3 emoji, that is on the wiki list but doesn't actually work in the forums.

This is an easter egg emoji.

To use that thing, right click on the emoji and press copy image address. Then put this

[img]Paste the address here[/img]

For example do this:
