More options for making custom blocks

It would be great if custom scratch blocks would be global for all sprites in the project and if the blocks could have drop down menus like this:

do [ v]

you get it(the color should be purple, but ya).

the reason is that 1) global custom blocks would allow easer usage of them because I would not have to rescript it. 2) the point of the dropdown menu for custom blocks is because I am working on creating a output window script and when a person is using my script I want them to be able to select a option.
