I can explain:
Maybe you're in a older website that has not been updated yet,
or maybe you need to make a new account, and when your old account recovers, you can go back to your old account.

Please do not necropost, this was from 2019 and likely has been resolved.

Though, they were on the Scratch website. And if that were the case, it would have just redirected from the 2.0 Tips Window page (for projects). The new topic part has not been replaced.
