There are many Scratch Discord servers, but they aren't official.
In that server, users could share their projects to the community and talk like in other Discord servers.
It could be only +7.

Discord is banned on Scratch due to how easy it can be used for private messaging and how easy it is to invite people onto other servers that wouldn't have the same moderation standards as Scratch, which is something the ST don't want. It'll also likely be a red flag to educators if they see that Scratch, an educational website has a Discord server link.

People could use that server to communicate with Scratch Team on Discord and to share their projects.

Does Discord have the option to communicate only publicly? (I'm asking this so I can say my thoughts on your suggestion and think further.)

No. All you have to do is click on the user's icon on any discord server and there's an option in the popup to message them privately.
Edit: maybe. I think that there is a feature to prevent people from normally letting you communicate privately, but it's only really used by popular internet people who would otherwise have their DMs spammed by their fans.

Sorry, that still counts as using Discord, which, as has been said, won't be happening for moderation related things. We can't afford to have young people doing and seeing things we don't want them to.
If the ‘+7’ you wrote in the OP meant ages 7 or above, that won't work either; everything on Scratch needs to be appropriate for and usable by everyone.

I understand why you'd want to communicate with the Scratch Team, but again, no Discord. There are some Scratch Team members who do read and respond to messages regularly, such as @Za-Chary, @Paddle2See and @thisandagain. Try commenting on their profiles, or use Contact Us if its a complicated inquiry.
Also, why would you want to use Discord to share projects? What makes it any different from using the main site, which is exactly what Scratch wants you to do?

No support. Like others have said, Discord allows you to PM people. PMing makes moderation very hard.
